Our Story
Founded in 2024, Tech&Touch emerged from a nearly three-decade career dedicated to public sector transformation. After extensive experience in public financial management, digital transformation, and fiscal reform, including a significant role at Oracle as Business Transformation Lead Architect for the Public Sector in ECMEA, I recognized a critical need for a specialized advisory firm committed to driving lasting value for the Public Sector.
Our Founding Vision and Approach

My journey, beginning in 1996, involved leading high-impact projects like modernizing fiscal frameworks, implementing performance-based budgeting, and executing comprehensive ERP and GFMIS solutions across diverse sectors.
Today, Tech&Touch embodies this vision. We combine deep industry expertise with innovative technology solutions, ensuring digital transformation seamlessly integrates with each client’s unique mission. Adel Alawadi is a distinguished leader with extensive experience in public sector transformation. His nearly three-decade career, marked by high-impact projects, led to the founding of Tech&Touch in 2024, aiming to expand specialized public sector advisory.
Mohammad Zaitoon is the Founder & Managing Partner of Tech&Touch, a role that encapsulates his profound commitment to transforming the public sector through innovative technological solutions. With a career dedicated to driving efficiency and accountability in government, Mohammad brings a wealth of specialized knowledge and practical experience to every engagement. His leadership at Tech&Touch is driven by a vision to empower public entities with the tools and strategies needed for sustainable digital and financial transformation.
I've almost 20 years of experience across digital and business transformation with a focus on leveraging Agile practices to deliver enhanced customer value. He has multi sector exposure across Financial Services, Start-up/SME, Telecommunications, Third-Party Logistics and UK Public Sector.
Dennis Wittrock is a renowned Holacracy Master Coach, specializing in guiding organizations through transformative shifts in their governance and structure. As a leading expert in this pioneering management system, Dennis helps companies replace traditional top-down hierarchies with a decentralized, self-organizing framework that enhances agility, transparency, and engagement.
Saadé Jean Bilal is a seasoned Consultant in Organizational Development and Strategic Management, with a strong focus on Human Resource Management (HRM). He is recognized for his deep expertise in developing both interpersonal and managerial skills, guiding organizations and their leaders toward enhanced performance and strategic alignment.
I have worked for 40+ years in consulting, public accounting, mentoring/coaching, and public services. I have extensive experience in serving multi-nationals and large local companies in Egypt and the Middle East in my capacity as a partner with PwC. I was the senior partner and CEO of PwC Egypt 2000-2017 and a board member and founder of PwC Middle East 2005-2013.
