Navin Bulusu is the Global Resource & Knowledge Network Lead at Tech&Touch, where he plays a pivotal role in shaping how the firm builds and leverages knowledge, talent, and expertise to drive impact. With over 20 years of hands-on experience across public finance, strategic planning, housing, renewable energy, digital transformation, and financial risk, Navin brings a unique blend of analytical insight and leadership to the evolving landscape of consulting.

Prior to Tech&Touch, Navin has served as a Financial Risk Expert with CRISIL Limited, where he prepared analytical inputs on accelerated energy transition and climate change commitments under the Paris Agreement for Pacific Island countries. His work included developing risk management frameworks for imported fuel hedging and other market solutions, conducting governance and financial risk appraisals, and providing data-driven inputs for senior officials’ meetings, regional workshops, and country-level consultations.

Navin’s career spans leadership and advisory roles in governments and multilateral programs across the globe. He has worked with the Dubai Department of Finance on fiscal planning and allocative efficiency reforms; the Ministry of Public Service in Uganda and the Ministry of Finance in Liberia; and the Ministry of Finance in Bangladesh on public financial management reform projects that achieved rapid adoption through effective change management. His experience extends across the Asia-Pacific region, supporting diverse reform agendas and complex digital transformation initiatives. He has partnered with leading development institutions including the World Bank, Asian Development Bank, DFID (UK), DFAT (Australia), and UNDP, delivering strategic advisory services.

Navin’s professional journey reflects a commitment to transformation and innovation. He integrates advanced analytics, AI, and process improvement to enable smarter decision-making, while fostering collaboration, knowledge sharing, and stakeholder trust.

He holds a Master’s Degree in Economics from Hyderabad Central University, a Post Graduate Diploma in Data Science from IIIT Bangalore, and certification in Public Financial Management from the IMF. Navin is passionate about AI and machine learning, and actively collaborates with AI start-ups, providing technical expertise in data analytics, machine learning, and deep learning to help build innovative AI-driven solutions.
